Problem:
This issue was reported to Quality Engineering as SPR #WTON5KUTM8 and has been
fixed in release 6.5.5.

Server Administration
SPR# WTON5KUTM8 - Changed comparison for Delete access to the Domino Directory
from "greater than author with delete access" to "greater than or equal to
author with delete access". Users that have the proper roles/are in authors
fields and have author access can now delete people.
To work around this issue, this group of administrators can use the
Administrator client. You can use either the Tools, People, Delete menu or the
Action menu.
